The Sectoral Forum held on May 19, 2025 organized by the National Council for Economy and Investments, brought together businesses, chambers of commerce, acting Prime Minister Albin Kurti, acting Deputy Prime Minister Bislimi, and acting Minister of Economy Rizvanolli to discuss the upcoming liberalization of Kosovo’s electricity market.
Businesses raised concerns about the lack of offers from licensed suppliers, insufficient information in this transition process, and the anticipated rise in electricity prices after June 1st, which many fear could be unaffordable. Acting Minister Rizvanolli emphasized that liberalization is a legal obligation linked to Kosovo’s participation in the Energy Community and alignment with regional and EU electricity markets.
The government reaffirmed its commitment to a fair and manageable transition, outlining several support measures. These include subsidies through KIESA for MSEs to invest in production and processing equipment, energy audits to help businesses reduce costs, and a new energy efficiency support scheme for manufacturers.
The new scheme, currently being finalized, will support investments in insulation of industrial buildings, solar systems for electricity generation, solar thermal systems for water heating, battery storage, and reactive power regulators to increase the efficiency of existing equipment.
This forum highlighted the importance of communication, coordination, and targeted support to ensure businesses are equipped to navigate Kosovo’s energy market transition.
